Health Services Department, Mental Health Division, recommending the Board authorize the Chair to sign Agreement 400-S1011 with Milhous Children's Services in the amount of $150,000 for the term July 1, 2010 through June 30, 2011 to provide specialty mental health services for seriously emotionally disturbed minors on an as requested basis for said Department.

Fiscal Impact/Change to Net County Cost: The not-to-exceed amount of this Agreement is $150,000. There is no Net County Cost associated with this Agreement.
Compensation for Services: Payments are made to contractor based upon monthly invoicing at specified billing rates for actual services performed and documented per contract requirements. Services and rates are detailed in Exhibit C of the Agreement.
Reason for Recommendation: Milhous Children's Services is a Level 14 Group Home (i.e. the highest level), and provides support and supervision 24 hours per day. The funding for residential services is provided under a separate agreement between the vendor and the Department of Human Services. This contract provides for specialty mental health services to youth placed in this facility. Mental health services provided include Day Treatment - Intensive, Medication Support, Therapeutic Behavioral Services, Crisis Intervention, as well as individual and family therapy. The services requested by the Mental Health Division from Milhous are intended to keep youth out of higher and far more expensive levels of care.
The Purchasing Agent has determined that it is appropriate to dispense with any competitive selection process for services performed by Milhous Children's Services as the Department contracts with multiple local area firms to provide similar services to its clients on an as needed basis. The Purchasing Agent concurs that the Department's request is in compliance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10.
Renewal of this contract will allow the continuation of specialty mental health services required for seriously emotionally disturbed youth in the County.
This agreement covers the period July 1, 2010 through June 30, 2011. This Agreement includes a provision the County to terminate without cause upon seven (7) days written notice.
Action to be taken following Board approval:
1. Chairman to sign three (3) original Agreements.
2. Board Clerk's Office to return two (2) original Agreements to the Health Services Department, Mental Health Division.
3. Mental Health Division to distribute as appropriate.
