Fiscal Impact/Change to Net County Cost: There is no Net County Cost associated with this item.

Background: Title 9 of California Code of Regulations (CCR) Chapter 3, Section 9810 provides that the County Alcohol and Drug Program Administrator shall review all license applications presented for persons or organizations interested in providing drinking driver program services. If the Alcohol and Drug Program Administrator finds the application meets the criteria outlined in Title 9 CCR Section 9804, then the Alcohol and Drug Program Administrator may request the County Board of Supervisors review and approve said application for submission to the State Department of Alcohol and Drug Programs for final approval.

Tahoe Turning Point, Inc., a non-profit public benefit corporation qualified as a tax exempt organization under Title 26 Code of Federal Regulations Section 1.501 (c) (3), has been providing Group Home Residential Care services for adolescents placed there by Child Protective Services or the Courts since 1999. Tahoe Turning Point has highly qualified staff including eight (8) certified Alcohol and Drug Counselors, a Marriage and Family Therapist, and a certified bilingual Counselor. Tahoe Turning Point has received inquiries from the community requesting DUI counseling and education services, and Tahoe Turning Point is now seeking licensure to provide said services.
