Fiscal Impact/Change to Net County Cost: No change.  
The amount of federal funds payable by Golden Sierra Job Training Agency to El Dorado County under this Contract remains $1,163,112.  Funds for the original Contract were budgeted in FY 09-10, and the remaining unspent funds (approximately $400,000) have been included in the Department's FY 10-11 Recommended Budget.
 
Background: On September 7, 2005, the Golden Sierra Governing Board approved the establishment of El Dorado County as the first Consortium Operator under the Local Workforce Investment Act (WIA) Program, effective July 1, 2006. On November 8, 2005, the Board of Supervisors adopted Resolution No. 339-2005 authorizing an Amended and Restated Joint Exercise of Powers Agreement for Golden Sierra Job Training Agency(GSJTA), including a provision giving the JPA the ability to pass El Dorado County's share of funds to the County to enable the County to provide job training services. The Golden Sierra Workforce Investment Board and their Governing Board approved the El Dorado/Alpine County Local Operator Business Plan on April 24, 2006 and April 26, 2006 respectively.  On June 20, 2006, the Board of Supervisors approved establishment of a budget and approved Human Services staffing for implementation of Workforce Investment Act Program activities effective July 1, 2006, and job training activities have been ongoing since that time.
 
Reason for Recommendation: As an Area Partner Consortium Operator of the Golden Sierra Job Training Agency Consortium, El Dorado County uses the Workforce Investment Act  (WIA) funds to provide job training services, leverage additional federal and state funding and help strengthen the One Stop system whereby the multiple needs of El Dorado and Alpine County unemployed individuals and businesses can be met.  
 
On August 25, 2009 the Board of Supervisors authorized the Chairman to sign Contract K074139-01 in the amount of $1,063,112 in federal funding for provision of WIA Program services during the term July 1, 2009 through June 30, 2010.  On September 4, 2009 Golden Sierra Job Training Agency (GSJTA) provided a funding allocation letter, in accordance with the terms of Contract K074139-01, notifying the County of the final funding allocation for Rapid Response services in the amount of $100,000, which increased the total Contract amount to $1,163,112.  Because GSJTA had instructed the Department of Human Services (DHS) to focus on provision of American Recovery and Reinvestment Act (ARRA) employment services in FY 09-10, expending as much of the ARRA funding allocation as possible, funds allocated under Contract K074139-01 will not be fully expended by the June 30, 2010 contract end date.
 
On June 10, 2010 GSJTA notified the DHS that the term of Contract K074139-01 would be extended for an additional year to allow for full expenditure of the FY 09-10 funding and sent Modification 1 to Contract K074139-01 electronically that same day.  Processing has been expedited and Modification 1 is submitted for Board approval prior to obtaining final approval from County Counsel and Risk Management to ensure execution before June 30, 2010 to allow DHS to utilize the remaining funds allocated for FY 09-10 to continue to provide Workforce Investment Act services to the public, businesses and unemployed or underemployed individuals, including students on school break participating in Summer Youth Program activities, during FY 10-11.
 
Action to be taken following Board approval: Board Clerk to provide Human Services at Briw Road, with three (3) copies of Contract No. K074139-01 Modification 1 signed by the Chair.  Department will forward to Golden Sierra for final execution and return a fully executed copy to the Board Clerk.
