Fiscal Impact/Change to Net County Cost:
The attached claim totaling $196,343 is the total TDA-LTF funds allocated to the program.  The allocated TDA funds, in addition to passenger fares, will provide the total funding required to operate the existing South Lake Tahoe Transit program.  There is no net county cost associated with this agenda item.
 
Background:  
In May 1998 various public and private entities, inclusive of the County, entered into a written agreement entitled Participation Agreement to Implement a Coordinated Transit System at South Lake Tahoe (the "Participation Agreement") for the purposes of managing, operating, and maintaining a public transit service that is coordinated on the South Shore of Lake Tahoe under the brand name "BlueGO".   The County and STATA entered into a contract, inclusive of amendments for the period November 1, 2008 through June 30, 2010, to facilitate the combining of BlueGO OnCall services provided by the County with BlueGO OnCall services provided by the City of South Lake Tahoe to its incorporated area, so that the services would be provided by a single entity, STATA.  The proposed Agreement for Services #AGMT 10-52988 allows the County and STATA to continue the combined BlueGO OnCall, which benefits County residents within the BlueGO service area by encouraging the use of public transportation, reducing traffic congestion and pollution, and eliminating duplicative services provided by both member entities (County and City).
 
Reason for Recommendation:
Annually the TRPA allocates TDA funds to El Dorado County. The purpose of these funds is to provide public transportation within the unincorporated area of the Tahoe Basin. The amount of LTF funds allocated to the County and available for appropriation to the South Lake Tahoe Transit program is $196,343.
 
Section 6630 of the TDA regulations requires that a claim be filed with the local transportation planning agency to receive funds from the LTF. The TRPA requires a resolution by your Board authorizing Department of Transportation to submit said claims.  Department of Transportation proposes to use these funds to operate the South Lake Tahoe Transit program, which provides public transit services in the unincorporated area of the Tahoe Basin for seniors, the disabled and the general public.
 
The proposed activities funded by the LTF are operations in amount of $181,343, County Human Services costs related to pass issuance in the amount of $10,000 and DOT oversight costs of $5,000.
 
Action to be taken following Board approval:
Upon approval of the recommendations, Department of Transportation will submit the signed claims for LTF to the TRPA for approval by their Board.
