Fiscal Impact/Change to Net County Cost:   There is no Net County Cost associated with this Agreement.   Potential cost to the County would be for any assignment-related travel in the course of working with the County; at this time there is sufficient Public Health budget to cover any incidental costs of this nature.

Background:     On March 23, 2010, the Health Services Department recommended, and the Board authorized the Director to submit a letter of intent to the CDC for an apprenticeship program.   This apprenticeship program is a two-year workforce development program that provides opportunities for entry-level staff who show promise as future managers to gain broad experience in the day-to-day operation of local Public Health programs.

In April 2010 the Health Services Department received an invitation from the CDC to submit a full application, and on June 18th the Department received notice that the County had been selected to host an intern.

Compensation for Services:   There is no compensation for services under this Agreement.
Contract Termination:  This Agreement may be terminated by mutual consent upon ninety (90) days notice in writing by either party.

Retroactive Term:     The Agreement was received July 14, 2010 with a term beginning July 19, 2010.   In anticipation of this short notice, the Health Services Department requested a preliminary copy of the Agreement from the CDC, and received approval from County Counsel May 10, 2010.  Department immediately submitted this Agreement for the next available Board date.

Reason for Recommendation:   By partnering with the CDC to host an Apprentice for approximately two years, the County will receive the benefit of a highly qualified staff person at no cost to the County and the Apprentice will receive hands-on experience unique to a rural public health setting.

Action to be taken following Board approval:
1. Chair to sign three (3) original Agreements 358-108-P-N2010.
2. Board Clerk's Office to return two (2) signed Agreements to Department.
3. Department to distribute documents as appropriate.
