Background: A detailed description of the proposed changes to Title 2 and Title 15 is attached as "Summary of Changes."

In brief, revisions to Chapter 2.30 of Title 2 update references to building codes to agree with the 2008 California Building Standards Code and California Title 25. The Department name is updated. The role of the Building Official is further clarified.

Title 15 revisions streamline permit processes, reference current building codes, and use current terminology.

A further amendment to Title 15 includes aligning County codes with TRPA policies. The TRPA Governing Board recently adopted an amendment to Chapter 33 of the TRPA Code of Ordinances allowing permittees the opportunity to apply for a one-time, three-year permit extension that would include the renewal of the assigned allocation. The current credit crisis and poor economy has presented a hardship to permittees. The revision to Chapter 33 was designed to help alleviate some of the current hardship. Revisions to the County Ordinance Code bring our procedures into consistency with TRPA rules.

There is no environmental impact from the adoption of these revised County Codes sections.

On August 9, 2010, the Board of Supervisors directed staff to continued this item and directed staff to meet with Farm Bureau representative(s) and the El Dorado County Agricultural Commissioner to mutually agree on the wording of Section 15.16.060.
