Federal CSBG ARRA grant funds are expected to cover all expenditures associated with CSBG ARRA Agreement 09F-5110. A portion of the funding was budgeted for FY 09-10 and the remainder is budgeted for FY 10-11.
Background:
On May 11, 2009, DHS submitted a CSBG ARRA Local Plan to the California Department of Community Services and Development to document how El Dorado County would use an estimated $175,375 in CSBG ARRA funding during the anticipated term of July 1, 2009 through September 30, 2010 to fund administrative staff supporting a variety of low-income programs. CSD subsequently issued direction that CSBG ARRA funding must be used for provision of direct services rather than for administrative costs, thereby requiring an amendment to the Local Plan.
On October 13, 2009 the Board adopted Resolution 222-2009 authorizing the Chairman to sign Agreement 09F-5110 with CSD in the amount of $175,375, for the term July 1, 2009 through September 30, 2010 for provision of CSBG ARRA services and approved and signed an amendment to the CSBG ARRA Local Plan. The Local Plan amendment allowed for use of the CSBG ARRA funding to continue and expand the Information and Assistance Program to include Short-term Care Coordination and Monitoring as well as to provide direct service help not otherwise accessible to clients and to cover certain costs for two Senior Nutrition congregate meal sites during the first quarter of FY 10-11. On November 23, 2009, as authorized by the Resolution, the DHS Director executed Amendment 1 to Agreement 09F-5110 that added ARRA requirements and reporting schedules, with no change to the dollar amount or term.
Reason for Recommendation:
The California Department of Community Services and Development (CSD) is responsible for administering CSBG ARRA funding in California and has closely monitored use and expenditure of CSBG ARRA funding by the local jurisdictions to ensure full and appropriate expenditure of these federal stimulus funds. CSD required submittal of a spending plan in May, 2010 to detail projected monthly expenditures for the months of April through September, 2010. Those local jurisdictions that have, by CSD's calculations based on monthly expenditure reports, expended less than 72% of their grant allocation as of July 1, 2010 are required to submit an updated CSBG ARRA Spending Plan that projects expenditures for the period July 1, 2010 through September 30, 2010. DHS's implementation of CSBG ARRA projects was delayed in part due to the different approach required by CSD for use of CSBG ARRA funding, and expenditures for direct client services are not reported to CSD until the month following that in which invoices are paid. Although CSD's calculations indicate that El Dorado County is spending under projections, DHS anticipates that the $175,375 allocation will be fully obligated by the end of the contract term.
Action to be taken following Board approval:
· Board Clerk to provide Human Services at Briw Road with one (1) original of the CSBG ARRA Updated Spending Plan signed by the Chair.
· Department to submit the signed CSBG ARRA Updated Spending Plan to CSD.
