Fiscal Impact/Change to Net County Cost:
No fiscal impact or change to net county cost as $24,000 of this increase has been included in Probation's FY 2010-11 recommended budget with the remaining $6,000 to be budgeted in FY 2011-12.
 
Background:
Local Corrections agencies throughout California participate in the Standards and Training for Corrections Program operated by the State of California, Corrections Standards Authority.  
 
CSA provides Counties and cities participating in the STC program subvention funding to aid them in meeting program standards.  These departments must achieve compliance with the regulations by June 30 of each fiscal year.  Participating counties and cities achieve full compliance if they follow the regulations for the selection and training of all STC eligible personnel.  Compliance is determined for each STC funded fiscal training year through a detailed audit of Probation's training records.  The Probation Department has achieved compliance every year of participation.
 
Reason for Recommendation:  
Probation has found it is more cost effective to provide training classes that meet STC regulations at locations in close proximity to Department staff on an "as-requested" basis; this reduces mileage and travel reimbursement costs, and allows for more efficient staffing during times of training.  
 
This Amendment will allow Probation to continue to provide STC sanctioned classes directly to staff.  M. L. Eslingler & Associates provides highly specialized training by experienced instructors, reinforcing evidence based practices, and offering relevant classes to sworn staff such as Violence Prediction & Prevention, Suicide Prevention, Teen Domestic Violence, Advanced Treatment of Sex Offenders, and Teenage Drug Abuse, just to name a few.
 
The original agreement covered the period October 10, 2008 thru October 9, 2011.  The term of the agreement remains the same.  The parties mutually agree to increase the total compensation from the original $50,000 to a not to exceed amount of $80,000 by way of this amendment.
 
Upon approval the Purchasing Agent is authorized to increase the blanket purchase order for Agreement No. 277-S0910, Amendment I, on an as-needed basis during the contract term as long as funding is available within the Probation Department's Budget.
 
Action to be taken following Board approval:
1) Chair to sign Amendment I to Agreement 277-S0910.
2) Board Clerk to retain one original Agreement and return two originals to Probation for distribution.
