Fiscal Impact/Change to Net County Cost: There is no Net County Cost associated with this Agreement.

Background: The Center for Disease Control and Prevention (CDC) provides states with funding via cooperative agreements to upgrade State and local Public Health jurisdictions' preparedness for, and response to, bioterrorism and other outbreaks of infectious disease, and other public health threats and emergencies. The Public Health Emergency Response (PHER) Phase I, II, and III funding was provided specifically to address planning and response to H1N1, both for the initial response and for potential future events.

On December 10, 2009, the Board approved grant funding from CDPH via Board Item 09-1177 for PHER Phase I and II grants in the amount of $298,407 through July 30, 2010. On January 12, 2010, the Board approved grant funding from California Department of Public Health via Board Item 09-1531 for the PHER Phase III grant in the amount of $361,994 through July 30, 2010. Total PHER grant funding amounts to $660,401 for the term of the CDPH PHER grant agreements, of which almost $300K is estimated to have been expended through the County's fiscal year-end, resulting in an estimated potential carry forward of approximately $360K.
