Title: Development Services Department, Planning Services Division, recommending the Board adopt a Resolution authorizing submittal of a Fiscal Year 2010-11 Sustainable Communities Planning Grant Application to the California Strategic Growth Council for up to a $1,000,000 grant. The grant will be used to develop a local implementation plan that will assist in achieving conformity with appropriate State and regional adopted plans, benchmark existing environmental conditions, enhance modeling capacity, and support the creation of a design framework for existing communities that will allow alternative development strategies. Fiscal Impact/Change to Net County Cost: No cost is associated with the application process. A cash match of $732,000 will come from existing County-appropriated funds for related programs and projects, including staffing and costs related to the Integrated Natural Resources Management Plan, Parks and Trails Master Plan and Traffic Model. Grant guidelines do not allow for environmental studies to be funded, however, it is anticipated the County will contribute $290,000 in in-kind match to cover staff and possible consultant time for the completion of environmental reviews for programs already intended to be completed.

Background: On May 10, 2010, as part of the General Plan Workshop, the Board gave conceptual approval for the submittal of an application under the 2010-2011 Sustainable Communities Planning Grant for up to $1,000,000 to provide additional funding resources for the County's ongoing General Plan Implementation program.
