Fiscal Impact/Change to Net County Cost: Funds are from State Parks, Off-Highway Motor Vehicle Division Grant Program.  There is no increase to net county cost.  
 
Background: The County of El Dorado (County) has been working with the Forest Service to place a rest room at Ellis Creek on the Rubicon Trail.  Historically sanitation has been one of the many issues surrounding the trail and is part of the Cleanup and Abatement Order.  The installation of a restroom will help address the sanitation issue. County received a grant from the State Parks, Off-Highway Motor Vehicle Division Grant Program in FY 2009/2010 to install a rest room at Ellis Creek.  This grant will expire on June 30, 2011.  
 
Reason for Recommendation: The Romtec rest room is a fixed asset purchase and as such requires Board approval since a final budget has not been adopted yet. Time is of the essence since installation of this rest room will need to be complete by the end of October because of weather conditions in the area.
 
Installation of the rest room is scheduled for September or October 2010, vendor has 45 day lead time for rest room construction.  Therefore the fixed asset needs to be purchased as soon as possible in order to meet the installation goal.
 
Action to be taken following Board approval:  Purchasing Agent will issue a purchase order to the vendor
