Supervisor Briggs requesting Board adopt attached Resolution in support of Proposition 23, an Initiative Statute that proposes to suspend the implementation of Air Pollution Control Law (AB 32) requiring major sources of emissions to report and reduce greenhouse gas emissions that cause global warming, until unemployment drops to 5.5 percent or less for a full year.  Proposition 23 will be considered by the voters as part of the California General Election on Tuesday, November 2, 2010.
 
Upon adoption, Supervisor Briggs requests that copies of the Resolution in support of Proposition 23 be provided to Assemblyman Ted Gaines, Assemblywoman Alyson Huber, the office of the First Senate District (Senator Dave Cox), Regional Council of Rural Counties, and the California State Association of Counties.
