Fiscal Impact/Change to Net County Cost:  The total cost of the projects is estimated at $393,080.00, including $55,400.00 for Engineering and Design of the Airport Perimeter Fencing and Gates and $77,600.00 for Engineering, Design and Administration of the Crack and Slurry Seal Project.  $373,426.00 of this cost is covered by this FAA grant and the local match of $19,654.00 will come from the Placerville Airport Enterprise Fund.
 
Background:  On July 20, 2010 your Board adopted Resolution 105-2010 acknowledging the Department of Transportation's Director or his designee signing of the application for grant funding for these projects from the FAA.  On June 29, 2010 your Board authorized bidding of said project with bids due no later than 2:00 pm on August 2, 2010.  The Abstract of Bids was presented to the FAA.  
 
The San Francisco District Office has informed the department the documents from Washington DC will be arriving and available to the County by mid week or the same day as this Board Agenda Item. The grant and terms and conditions documents must be signed and returned to the FAA by Friday September 17, 2010.
 
Reason for Recommendation:  Acceptance of the grant will allow the County to continue with the FAA's recommended improvements and complete necessary asphalt repairs.  In addition, the Airports can move forward with surveying the airport and start the engineering for the Perimeter Fencing and Gates project.
 
Attached with the grant offer will be the FAA's Terms and Conditions of Accepting Airport Improvement Program (AIP) Grants.  These documents for the Placerville Airport project are representative of the Georgetown Airports FAA Grant, Terms and Conditions which are being presented today to your Board.   In lieu of signing the sponsor certifications for each grant application, the sponsor signs the terms and conditions once.  The terms and conditions contain the sponsor certifications, the sponsor assurances, and the general conditions normally contained in an AIP grant.  The terms and conditions will be incorporated, by reference, to future grants for that sponsor, sponsor being the County.  The intention is to streamline the application process and to expedite the approval and issuance of future AIP grants.
 
Action to be taken following Board approval:   
1.  Director or his designee to sign FAA Grant Agreement in duplicate and sign the Terms and Conditions of Accepting Airport Improvements Program Grants, and submit to FAA.
2.  Department to forward one signed original grant agreement and copy of signed Terms and Conditions to the Clerk of the Board for their records.
