Fiscal Impact/Change to Net County Cost:  This Amendment increases the not-to-exceed amount of the Agreement by $40,000 to allow payment of services that occurred at the end of FY 2009-10 and to provide for continued services through FY 2010-11.  The Addenda budget incorporates sufficient appropriations and funding for this Amendment.

 

Background:  Animal Services is mandated to provide spay and neuter services for animals placed in the shelter pursuant to California Food & Agriculture Code §§ 30503 and 31751.3.  In the past, the County used multiple veterinarians to provide these services; however, in approximately January 2009 Animal Outreach began providing spay and neuter services on-site at the Placerville Animal Shelter.  This has proven to be more efficient and cost-effective than utilizing multiple veterinary services contracts for spay and neuter services and has resulted in an increased use of this contract and a corresponding decreased use of other veterinary contracts for these services.

 

Compensation for Services:   Payments are made to Contractor based upon monthly invoicing for actual services performed and documented per contract requirements, in accordance with Exhibit A “Rate Schedule.”

 

Contract Termination:   This Agreement may be cancelled by either party.

 

Retroactive Term:   This Amendment II to Agreement 739-PHD0408 is retroactive to allow for payment of invoices for services rendered during the last few weeks of FY 2009-10 and to provide sufficient funding to cover services throughout FY 2010-11.  

 

Health Services Finance monitors invoices/payments against Agreement not-to-exceed (NTE) balances on a regular basis.  Should there be indicators that an increase to the NTE may be required, every effort is made to do so prior to depletion of available funding.  However, in this case, due to periods of reduced staffing, heavy workloads, and fiscal year end close activity, combined with increased utilization of this vendor at the end of the fiscal year and a one month delay in processing of the vendor's billing, we were unable to complete the processing of this Amendment prior to depletion of available NTE funding allocated for this Agreement. 

 

Reason for Recommendation:   Approval of this Amendment will allow the County to continue utilizing the cost effective care provided by Animal Outreach of the Mother Lode. 

 

Action to be taken following Board approval:

1.  Chair to sign three (3) original Amendments II to Agreement 739-PHD0408.

2.  Board Clerk’s Office to return two (2) signed Amendments to Department.

3.  Department to distribute documents as appropriate.
