Fiscal Impact/Change to Net County Cost:  The total MHSA funding request has been anticipated in the Health Services Department, Mental Health Division, FY 2010/11 budget.  There is no Net County Cost associated with the MHSA plan updates and funding requests.
 
Background:   In November 2004, California voters passed Proposition 63, now known as the Mental Health Services Act (MHSA). The Act addresses multiple components and a broad continuum of mental health services and supports for eligible residents of California.
 
Reason for Recommendation:  Board approval of this item will enable the Health Services Department, Mental Health Division (MHD), to submit FY 2010/11 MHSA program plan updates and funding requests to the State in order to continue valuable MHSA funded programs within our communities.
 
Summary:  
The attached documents reflect the recommended MHD plan, following input and feedback from the community collaborative planning process.  The plan update documents were posted for the required 30-day community review process: a press release announcing the posting was sent to the Mountain Democrat, the Sacramento Bee, the Tahoe Tribune, Life Newspapers, the El Dorado Hills Telegraph, and the Georgetown Gazette.  A noticed Public Hearing was conducted by the Mental Health Commission on September 7, 2010 via teleconference at two locations: Emergency Medical Services (EMS) conference room, 415 Placerville Dr, Suite K, Placerville, and the Public Health Clinic conference room, 1360 Johnson Blvd #103, South Lake Tahoe.  While the Department has received and incorporated community feedback affecting program content and expenditures, some additional, minor corrections/edits may still need to be incorporated into the attached documents prior to sending the documents to the State.  The State's review and approval process may also result in changes to the proposed MHSA plans.  Staff will return to the Board with any resultant contract documents that may require Board approval/signature.
 
Action to be taken following Board approval:  The Health Services Director will sign and submit to the State the finalized MHSA plan update documents, including:
 
1.      Community Services and Supports (CSS) FY 2010/11 Plan update;
2.      Prevention and Early Intervention (PEI) FY 2010/11 Plan update;
3.      Workforce Education and Training (WET) FY 2010/11 Plan update;
4.  Training, Technical Assistance and Capacity Building Funds Request Form (PEI Statewide Project).
 
Staff will return to the Board with resultant contract documents if Board approval/signature is required.
