Background:
The City of South Lake Tahoe has been awarded a grant (#AL10120) from the State of California Office of Traffic Safety, to enable the South Lake Tahoe Police Department to serve as host agency for a Regional DUI effort in El Dorado County to reduce alcohol-involved fatalities and injuries and raise general public awareness regarding the problems associated with drinking and driving.
 
Reason for Recommendation:
The Sheriff's Department is requesting authorization from the Board of Supervisors for the Sheriff to sign the participating agency MOU #523-M1011. This MOU details the South Lake Tahoe Police Department and the County of El Dorado Sheriff Department's cooperative efforts to reduce alcohol related injury and fatal traffic collisions in El Dorado County.
 
Budgeted grant activities will be conducted by Sheriff's personnel on an overtime basis; overtime hours and related expenses will be reimbursed under grant #AL10120 and MOU,#523-M1011. Grant funds can not be used to supplant existing services. Therefore only hours spent in excess of regular working hours can be funded with this grant.
 
The term of the project period is retroactive to March 1, 2010 thru September 30, 2012. This MOU is late coming to the Board because staff in Tahoe who were working with the City were not aware the MOU required Board approval. Upon finding out that Board approval was required, the MOU was sent to Placerville, routed through County Counsel and Risk Management and is now ready for Board approval.
 
The County of El Dorado employee responsible for administering this MOU is Sheriff Kollar or successor.
 
Action to be taken following Board approval:
1) One original will be returned to the Sheriff's Department and one will be retained in the Clerk's office
1) Department to return executed originals to South Lake Tahoe Police Department.
3) Department to submit invoices and backup documentation to the SLT PD for reimbursement promptly following enforcement activities.
