Fiscal Impact/Change to Net County Cost:
Funding for the project will be provided by Highway Bridge Program (HBP) grant funds and Regional Surface Transportation Program exchange funds. There is no net cost to the County General Fund associated with this agenda item.
 
Background:
The Department of Transportation (DOT) has been working to advance this grant funded project for the improvement and channelization of Newtown Road at the South Fork of Weber Creek and replace the existing two-lane, reinforced concrete girder bridge with a pre-stressed slab bridge.  In August, 2010, HBP grant money was received to proceed with the necessary preliminary engineering design work.  Construction will include widening Newtown Road to 12 foot lanes and two-foot shoulders for approximately 400 feet approaching the bridge and 400 feet after crossing the bridge; and, to replace the South Fork Weber Creek Bridge with a 40 foot wide, 40 foot long newly constructed bridge consisting of 12 foot lanes with 8 foot shoulders.
 
Reason for Recommendation:
The project is subject to California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).  The preparation of a CEQA Mitigated Negative Declaration and a NEPA Categorical Exemption will begin shortly and is anticipated to be completed by November of 2011.  Construction is anticipated to begin in March of 2013.
 
The research of all potentially affected parcels, and the acquisition of a portion of the subject parcels, is necessary from the subject property owners to enable the construction of the project.  In order for DOT to prepare for negotiations with the subject property owners, DOT staff is requesting authorization from your Board to proceed with the acquisition process, including the ordering of, and payment for, title reports and obtaining certified appraisals of land rights to be acquired, if deemed necessary.
 
Action to be taken following Board approval:
Right of Way Unit staff to proceed with the acquisition process for the subject parcels referenced herein, including ordering of and payment for title reports and obtaining certified appraisals for portions of the subject parcels necessary to construct the project.
