This MOU will provide for an administration fee of $15 payable to the Department of Human Services (DHS) for each application that is both processed and approved. There is no maximum annual reimbursement amount.  However, revenues are estimated and budgeted at $360 for FY 2010-11.  It is estimated that 24 applicants will be processed during FY 2010-11.   
 
Reason for Recommendation:
The El Dorado Irrigation District (District) has established the Helping Hands Outreach Program (Program) through which District customers experiencing a financial hardship may obtain financial assistance to pay delinquent and unpaid District utility service bills.  MOU 215-M1111 defines the roles and responsibilities of both the District and DHS relative to the Helping Hands Outreach Program.  The District will perform a preliminary screening before referring customers to DHS for application processing.  DHS will then evaluate and process applications for District customers who wish to apply for financial assistance.  A DHS Program Coordinator who routinely works with low-income residents in determining eligibility for crisis intervention services will process applications for this Program and processing is expected to take less than twenty minutes per application.  Assisting with the administration of the Program will enable DHS to offer an additional resource to clients.  DHS has an MOU in place with the South Tahoe Public Utilities District (STPUD) to perform application processing for STPUD's similar Helping Hands Outreach Program that has been in effect since 1998.  The MOU with EID is effective upon execution and shall continue until terminated.
 
Action to be taken following Board approval:
1.  The Chair of the Board to execute two (2) copies of the approved MOU 215-M1111 and return one (1) original of the MOU to Human Services at 3057 Briw Road.
2.  Human Services to distribute the document as appropriate.
