Background:  Public Resources Code Section 44800 (b) requires the designation, by each County Board of Supervisors, of an independent hearing panel to address issues regarding solid waste disposal.  This panel must consist of one member of the Board of Supervisors, a representative of the public at large, and one technical expert with knowledge of solid waste management methods and technology.  Members are recommended to be selected for their legal and administrative abilities, and the meetings are held on an as-needed basis.  On February 28, 2006, the Board of Supervisors adopted Resolution 054-2006 extending the term of the three-member LEA Independent Hearing Panel members to four years via Legistar File 06-0355.
 
At the current time, the LEA Independent Hearing Panel consists of three members - Ray Nutting, Board of Supervisors representative; Terry Haffner, General Public Member at Large; and Dan Sokol, Technical Expert, whose term has expired.  Mr. Sokol has submitted a letter of interest in this re-appointment to the LEA Independent Hearing Panel to the Clerk of the Board of Supervisors October 15, 2010 in accordance with Board of Supervisors Policy I-1.  The Health Services Department is now recommending the Board reappoint Dan Sokol to serve as Technical Expert member for a term to expire January 2014.
