Fiscal Impact/Change to Net County Cost:
The project is funded through a combination of Highway Bridge Program (HBP) Grant funds and 2004 General Plan Traffic Impact Mitigation Fee Program (TIM) funds.  There is no net cost to the County General Fund associated with this agenda item.
 
Background:
The existing bridge at Green Valley Road at Weber Creek is functionally obsolete and does not meet current traffic needs due to its narrow width and tight radius roadway horizontal and vertical curves. The new bridge is proposed to be a two-lane, cast in place, pre-stressed concrete box girder bridge. The approaches to the bridge will be widened along with improvements to the drainage along Green Valley Road.
 
Reason for Recommendation:
DOT has been awarded a Highway Bridge Program grant for this project.  The project is subject to the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).  The CEQA Mitigated Negative Declaration and the NEPA Finding of No Significant Impact is expected to be approved in January of 2011.
 
The research of all potentially affected parcels, and the acquisition of portions of said subject parcels, are necessary from the subject property owners to enable the construction of the project.  In order for DOT to research title document records and prepare for negotiations with the subject parcel owners, DOT staff is requesting authorization from your Board to proceed with acquisition process, including the ordering of and payment for title reports, and obtaining certified appraisals of the land rights to be acquired.
 
Action to be taken following Board approval:
Right of Way Unit staff to proceed with the acquisition process for the subject parcels referenced herein, including ordering of and payment for title reports, and obtaining certified appraisals for the portions of the subject parcels necessary to construct the project.
