Title: The Department of Transportation recommending the Board adopt four Resolutions acknowledging but rejecting the Irrevocable Offers of Dedication from Peter L. Navarra and Leslie Towns Navarra, as Co-Trustees of the Navarra Family Trust dated January 17, 2007, Andrew Peter Navarra, John Towns Navarra, Margaret McNulty Navarra, Kathleen Elizabeth Navarra, and Bencor-Saratoga L. P. a California Limited Partnership, for drainage and pedestrian easements, situated on Parcels A1, A2, and B of the Parcel Map filed in Book 50 of Parcel Maps at page 90, which are necessary to meet the commercial grading requirements for development. Resolution 183-2010 Navarra drainage easement, Resolution 184-2010 Bencor-Saratoga drainage easement, Resolution 185-2010 Navarra pedestrian easement, and Resolution 186-2010 Bencor-Saratoga pedestrian easement.

Reason for Recommendation:
The Department of Transportation (DOT) has received Irrevocable Offers of Dedication (IOD) for drainage and pedestrian easements, situated adjacent to El Dorado Hills Boulevard along Parcels A1, A2 and B of the Parcel Map filed in the office of the El Dorado County Recorder in Book 50 of Parcel Maps at page 90, and being more particularly described in Exhibits A and depicted on Exhibits B of the attached Offers.  The subject properties are also identified as Assessor's Parcel Numbers 120-690-07, 120-690-08, and 120-690-09.  Said dedications are made by Peter L. Navarra and Leslie Towns Navarra, as Co-Trustees of the Navarra Family Trust dated January 17, 2007, Andrew Peter Navarra, John Towns Navarra, Margaret McNulty Navarra, Kathleen Elizabeth Navarra,  and Bencor-Saratoga L. P. a California Limited Partnership, and are necessary to meet the commercial grading requirements for development.  The subject properties are located between El Dorado Hills Boulevard and Saratoga Way, in El Dorado Hills.
The DOT's staff has reviewed said offers and recommends that the Board adopt and authorize the Chair to sign the Resolution acknowledging but rejecting said offers for drainage and pedestrian easements at this time.  Authorization for recording of said offer is pursuant to Government Code Section 7050.   
 
Action to be taken following Board approval:
1)  The Board Clerk will obtain the Chair's signature on said Resolutions.
2)  The Board Clerk will send said Resolutions and IODs to the Recorder/Clerk's Office for recordation.
3)  The Board Clerk will forward a copy of the recorded Resolutions and IODs to DOT for further processing.
