Department of Transportation recommending the Board approve the termination of the Fixed Base Operator (FBO) Airport Lease Agreement 689-L0811 with Joe Stancil Jr. and Doralee Stancil, dba Stancil Enterprises, Inc. and authorize the Chair to sign the Fixed Base Operator Lease Agreement 10-52980 with Skywagons.com, LLC for the Placerville Airport. Fiscal Impact/Change to Net County Cost: The County will receive a negotiated monthly revenue in the total amount of $1,577.62 with annual increases based on the Consumer Price Index. There is no net cost to the County General Fund associated with this agenda item.
Background: Stancil Enterprises, Inc. has been a long time tenant at the Placerville Airport. Notice of the sale of their aircraft sales business to Skywagons.com, LLC and their intention to terminate their lease was provided in accordance with the requirements of FBO Lease Agreement #689-L0811. Mark Pilkington of Skywagons.com,LLC has been working for the Stancil Enterprises for more than 17 years and has the background to operate a successful aircraft sales business. Skywagons.com desires to use the County Office Building B-01 for their business sales office and County Hangar CH-1 for aircraft storage.
Reason for Recommendation: All business operating from the County Airports must enter into an agreement for the use of County property as pursuant to El Dorado County Ordinance Section 18.08.020. A new agreement has been negotiated between Skywagons.com and the County Airports. The agreement shall run for five years and have two five year options.
Action to be taken following Board approval:
1. The Board Chair will execute the FBO Agreement in duplicate.
2. The Clerk of the Board to return one fully-executed original to DOT (Airports) for transmittal to Lessee.
