Fiscal Impact/Change to Net County Cost: The County will receive a negotiated monthly revenue in the total amount of $109.12 with annual increases based on the Consumer Price Index.  There is no net cost to the County General Fund associated with this agenda item.  
 
Background: Joe and Doralee Stancil have been long time tenants at Placerville Airport. They have provided notice that they are selling their aircraft sales business to Skywagons.com, LLC.  Mark Pilkington of Skywagons.com has been working for the Stancils  for more than 17 years and has the background to continue as a successful aircraft sales business.  The Pilkingtons have purchased the personal hangar on space H-7 from the Stancils as part of the transfer of the aircraft sales business.  Skywagons.com wishes to use it for their business for detailing and storage of aircraft for sale.  
 
Reason for Recommendation:  All business operating form the County Airports must enter into an FBO agreement for the use of County property as pursuant to El Dorado County Ordinance Section 18.08.020.  A new agreement has been negotiated between Skywagons.com and the County Airports.  The agreement shall run for five years and have two five year options.
 
Action to be taken following Board approval:
1. The Board Chair will execute the FBO Agreement in duplicate.
2. The Clerk of the Board to return one fully-executed original to DOT (Airports) for transmittal to Lessee.
