Fiscal Impact/Change to Net County Cost:  There is no Net County Cost associated with this Agreement.
 
Compensation for Services:   Payments are made to Contractor based upon monthly invoicing at specified billing rates for actual services performed and documented per contract requirements. Services and rates are detailed on page 4 of the contract.
 
Contract Termination:  This Agreement includes the County's standard Fiscal Considerations termination language, as well as a provision for the County to terminate the Agreement without cause with seven (7) calendar days written notice.
 
Reason for Recommendation:  New Morning Youth and Family Services, Inc., has been providing specialty mental health services to County youth for over eight (8) years.  Specialty mental health services provided under this Agreement include assessments, case management, Therapeutic Behavioral Services, crisis intervention, as well as individual, group and family therapy.  New Morning is a unique vendor in El Dorado County as it delivers services to students in County schools when needed.
 
New Morning offers a unique set of clinical services, some of which are not available at the mental health clinics operated by the County Health Services Department's Mental Health Division (MHD). New Morning is well equipped to serve youth requiring a complex array of services, including after hours and weekend services, when necessary.  The services requested by MHD from New Morning are intended to keep youth out of higher and far more expensive levels of care.
 
The Purchasing Agent has determined that it is appropriate to dispense with any competitive selection process for services performed by New Morning Youth and Family Services, Inc., as the Department contracts with multiple local area firms to provide similar services to its clients on an "as needed" basis.  The Purchasing Agent concurs that the Department's request is in compliance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10.
 
Action to be taken following Board approval:
 
1.      Chair to sign three (3) original Agreements.
2.      Board Clerk's Office to return two (2) original Agreements to the Health Services Department, Mental Health Division.
3.      Mental Health Division to distribute as appropriate.
