Sheriff's Department recommending Board authorize the Chair to sign a Memorandum of Understanding (MOU) between the County of El Dorado Sheriff's Department and the Placerville Police Department for the Placerville Police Department to participate on the County of El Dorado Sheriff's SWAT Team.

Fiscal Impact/Change to Net County Cost: There is no cost associated with this MOU.
Reason for Recommendation: The Sheriff's Office has established a Special Weapons and Tactics Team (SWAT) which responds to critical incidents involving the potential for death or serious bodily harm throughout the County of El Dorado. The Placerville Police Department operates a department within the County of El Dorado and within the City of Placerville. The Sheriff's Office and the Placerville Police Department have recognized that mutual aid and cooperation in response to critical incidents can be enhanced and made more flexible and effective by combining forces for SWAT purposes. To that end, the Sheriff's Office and the Placerville Police Department have written an MOU to formally establish and confirm the framework for this cooperative effort, as well as clarify the legal relationships resulting from the on-going cooperative relationship.
Action to be taken following Board approval: Board Chair will sign the MOU and return two copies to the Sheriff's fiscal admin office.

Concurrences: County Counsel. The City of Placerville has approved by resolution #7849 their concurrence. The Sheriff and the Chief of Police have signed the agreement.
