Background: Air Pollution Control Officer Marcella McTaggart is retiring effective December 31, 2010.  A recruitment for a new Air Pollution Control Officer was opened on November 30, and applications are due by 5:00 PM on December 20.  It is hoped that a new Air Pollution Control Officer will be recruited and appointed within the first few weeks of January if not sooner.  
 
Reason for Recommendation:   Health and Safety Code Section 40750 requires the Air Quality Management District Board to appoint an Air Pollution Control Officer.  There are no statutory requirements for experience or education associated with this position.  Approval of this item will ensure compliance with the Health and Safety Code and provide a mechanism for day-to-day management and oversight of the District in the event that a new Air Pollution Control Officer is not appointed through the recruitment process currently open.  The Chief Administrative Office has been working with the Air Quality Management District to identify operational and administrative requirements.
