Fiscal Impact/Change to Net County Cost: This position has been vacant for over a year. This position was included in the Sheriff's FY 2010-11 budget. There is sufficient funding available to cover the cost at step 5.
Reason for Recommendation: The position of Fiscal Administrative Manager has been vacant for over a year in the Sheriff's Department. The work has been performed in an acting capacity by the Department's Administrative Services Officer and staff from the Chief Administrative Office. Recruitment efforts during the past year failed to produce quality candidates. Those that did show promise did not accept the position.
Mr. Ashton comes to the County with a master's degree in Public Administration as well as several years of service with Los Angeles County in a management capacity and has accepted the conditional officer of employment with El Dorado County contingent upon placement at step 5 of the salary range and passing the Department's background and health screening.
Action to be taken following Board approval: Upon passing the background and health screening, Human Resources to process 5th step placement for Mr. Ashton in the position of Fiscal Administrative Manager for the Sheriff's Department.
