Fiscal Impact/Change to Net County Cost:  This item only involves submittal of supportive services planning documents.  The MHSA Housing Program does not involve any Net County Cost.
 
Background:   MHSA addresses multiple components and a broad continuum of mental health services and supports for eligible residents of California.  The MHSA Housing Program designates funds to finance capital costs and operating subsidies for the development of permanent supportive housing for individuals with serious mental illness who are homeless or at risk of homelessness.
 
Reason for Recommendation:  Board approval of this item will enable the Mental Health Division (MHD) to collaborate with Mercy Housing Corporation and offer MHSA-eligible individuals housing and supportive services that will enable them to live more independently.  The attached documents reflect collaboration between MHD and Mercy Housing Corporation as well as input and feedback from the community planning process.  
 
El Dorado County, in collaboration with Mercy Housing California (MHC) is proposing Sunset Lane Apartments to be a new construction, affordable housing community that will include 8 one-bedroom, 20 two-bedroom, and 12 three-bedroom units in three individual two and three story buildings. The 40-unit development will include a separate community building containing management offices, community spaces, a computer room, and other amenities. The property is located on Sunset Lane near Mother Lode Drive and Highway 50 in the unincorporated El Dorado County community of Shingle Springs.  Of the 40 units, one two-bedroom unit will be reserved for the resident manager, and 34 units will target low-income households earning less than 50% of the El Dorado County area median income.  The estimated construction cost of the project is $13 million with the majority funding provided from a number of state and federal grants and loans.  (Reference:  Board Agenda Item #3 on August 24, 2010, Legistar File 10-0851 from the Department of Human Services.)
 
The El Dorado County MHSA Sunset Lane Apartments Housing Program (MHSA Housing Program) is proposed to be comprised of five (5) of these units which will target households that are eligible for services under the Mental Health Services Act (MHSA) Full Service Partnership (FSP) Program.  This MHSA Housing Program represents a partnership between Mercy Housing California (MHC) serving as the housing developer, Mercy Services Corporation (MSC) serving as property manager, and the El Dorado County Health Services Department, Mental Health Division (MHD) that will provide a supportive services program made available to tenants of the MHSA units.  The request for MHSA funding for this program is $1,037,240.  Detailed information regarding the MHSA housing program is included in the attached application documents.
 
The Housing Supportive Services plan documents were posted for the required 30-day community review process.  A Public Hearing was conducted by the Mental Health Commission on November 29, 2010 via teleconference at two locations:  Emergency Medical Services (EMS) conference room, 415 Placerville Dr, Suite K, Placerville, and the Public Health Clinic conference room, 1360 Johnson Blvd #103, South Lake Tahoe.
 
While the Department has received and incorporated community feedback affecting program content and expenditures, some additional, minor corrections/edits may still need to be incorporated into the attached documents prior to submittal.  The State's review and approval process may also result in changes to the proposed MHSA plans.  Staff will return to the Board with any resultant contract documents that may require Board approval/signature.
 
Action to be taken following Board approval:  The Health Services Director will sign and submit the finalized MHSA Housing documents, including:
1.      Supportive Services Plan (Section D)
2.      Rental Housing Development Summary Form (Attachment B)
3.      DMH Outcome Reporting Requirements Form (Attachment D)
4.      County Mental Health Sponsorship & Services Verification Form (Attachment E)
5.      County Fair Housing Certificate Form (Attachment F)
