Title
Clerk of the Board of Supervisors recommending the Board consider the following:
1) Receive the information regarding the creation and procedures of the Assessment Appeals Board; and

Body
Background:  On January 7, 1997 the Board of Supervisors expressed an interest in examining the creation of an assessment appeals board to constitute the County Board of Equalization.  On March 11, 1997 Ordinance No. 4442 was adopted creating a County Assessment Appeals Board (AAB) to constitute the County Board of Equalization with no provision for an Assessment Hearing Officer; and staff was requested to prepare for adoption by the Board a Resolution fixing compensation for AAB members at $50.00 per morning or afternoon session, or $100 per day, along with mileage reimbursement.

Ordinance 4442 provides that the composition of the assessment appeals board shall consist of five members but the assessment appeals board shall only act as a three-member panel designated from time to time by the clerk of the assessment appeals board pursuant to the authority of Revenue and Taxation Code section 1622.1.
