Title
Department of Human Services recommending the Board authorize the Chair to sign Operational Agreement 287-M1010 with the Economic Development Corporation of El Dorado County for the enhancement of workforce and business services in El Dorado and Alpine counties.  This Agreement is effective upon execution and shall continue until terminated.

Background:
On September 7, 2005, the Golden Sierra Governing Board approved the establishment of El Dorado County as the first Consortium Operator under the Local Workforce Investment Act Program, effective July 1, 2006.  On June 20, 2006, the Board of Supervisors approved establishment of a budget and approved Human Services staffing for implementation of Workforce Investment Act Program activities effective July 1, 2006 and the El Dorado County Department of Human Services has been the One Stop Operator for El Dorado and Alpine counties since that time.
 
Reason for Recommendation:
Under the Workforce Investment Act of 1998 the Department of Human Services operates the Connections One Stop Workforce Development and Business Resource Centers in Placerville and South Lake Tahoe to provide comprehensive employment services to the community.  The Economic Development Corporation of El Dorado County (EDC2) maintains an advisory board of local employers, educational, labor, economic development and community based organizations and provides business services to local employers.  
 
Operational Agreement 287-M1010 establishes a formal cooperative working relationship among the parties and defines roles and responsibilities relative to the delivery and enhancement of workforce and business services.  
 
Action to be taken following Board approval:
1)  Chair to sign two (2) original Agreements.
2)  Board Clerk's Office to return one (1) original Agreement to DHS
3)  DHS to distribute as appropriate.
