Fiscal Impact/Change to Net County Cost:
There is no fiscal impact associated with this item and there is no cost to the County General Fund.
 
Reason for Recommendation:
On June 30, 2010 the Agreement with South Tahoe Area Transit Authority ("STATA") to provide transit services commonly known as "Bluego" within the unincorporated area of the South Lake Tahoe Basin expired.  The County owns two 2009 Starcraft Allstar Type II paratransit buses that were utilized in the Bluego operations and have since been removed from service.
 
Article IX of the Tahoe Regional Planning Compact ("Compact"), created the Tahoe Transportation District ("TTD") as a Special Purpose District with broad and exclusive jurisdiction to coordinate and operate a regional transit system within the Lake Tahoe Basin and is eligible to apply for and receive state and federal grants.  The Compact also provides that TTD may in accordance with the adopted transportation plan own and operate a public transportation system to the exclusion of all other publicly owned transportation systems in the region.  
 
On November 1, 2010 the TTD commenced serving transit services within the South Lake Tahoe region inclusive of the unincorporated area of the County, pursuant to TTD's authority under the Compact.
 
It is the desire to return the County's paratransit buses to service for the County's constituents in the unincorporated area of the South Lake Tahoe Basin. The TTD is willing to accept the transfer from the County of the two Type II paratransit buses. Funding for the purchase of the buses was from Public Transportation Modernization, Improvement, and Service Enhancement Account (PTMISEA), a Proposition 1B program. The State Department of Transportation, Division of Mass Transportation has consented to the bus transfer to TTD, a co-sponsor for the original funding, and language to this fact is included in the Resolution.
 
Action to be taken following Board approval:
1. Board Clerk will forward (2) originals of the Resolution to DOT, who will forward one original to TTD.
2. Appropriate documents will be filed with the Department of Motor Vehicles to facilitate the transfer of ownership.
3. TTD will take possession of the buses and assume all future PTMISEA reporting requirements, if any.
