Title

Fiscal Impact/Change to Net County Cost: Funding for equipment rental will be provided by the Road fund for road maintenance activities, special taxes or benefit assessments for zone of benefit activities, the Airport Enterprise Fund for airport activities and the General Fund in the event equipment rental is required for facility maintenance.
 
Background: The Department of Transportation has had agreements to facilitate equipment rental with Holt of California in place since 2002.  County owned equipment is always used to the fullest capacity whenever possible.  Equipment is rented when it is more cost effective to do so in order to meet short term needs for additional or specialty equipment.  
 
Reason for Recommendation: With the expansion of DOT operations to include Buildings and Grounds Operations, Fleet Services, Airports, and Cemeteries, the need to obtain a variety of equipment to support diverse operations has increased.  The Agreement submitted here for approval will cover a three year term for an amount not to exceed $300,000.  The full amount may not be needed during the three year term but gives the Department the flexibility to rent equipment as required to meet operational needs.
 
Heavy equipment rental is included in the exemptions from competitive bidding approved by the Board under Resolution 142-2001.  The Department of Transportation has equipment rental agreements with multiple companies, including two located in El Dorado County, which allows for availability of various types and sizes.
 
Notification of Human Resources is not necessary for rental of equipment.  
 
Action to be taken following Board approval: The Board Clerk will return one fully executed original of the Agreement to the Department of Transportation for further processing
