Fiscal Impact/Change to Net County Cost: There is no change in Net County Cost. If approved by the CUPA Forum Board, the Department will bring back the appropriate budget adjustments. No matching contribution is required for this grant.

Background: The California Certified Unified Program Agency (CUPA) Forum Board (CFB) established the CUPA Forum Environmental Protection Trust Fund (Fund) to enhance the investigation and enforcement of the State of California statutes and associated implementing regulations. The Fund is established to disburse and manage monies primarily from case settlements as adjudicated through the efforts of local, State, and federal prosecutors.

Reason for Recommendation: This grant will be used to purchase equipment and training to enhance the efficency of the Departments current inspection and enforcement program. The requested equipment includes digital GPS cameras, document scanner, computer docking station, software and GIS training. The equipment and training will allow the unified program staff to map, manage, and document hazarous materials incidents and site remediation more thoroughly and effectively.
