Fiscal Impact/Change to Net County Cost:  There is no Net County Cost associated with this Agreement.
 
Background:  Remi Vista, Inc., has been providing specialty mental health services to County youth for over five (5) years. Specialty mental health services provided by Remi Vista include assessments, case management, Therapeutic Behavioral Services, crisis intervention, as well as individual, group and family therapy.  Remi Vista also maintains group home facilities in Redding for males aged 12 to 17.
 
Compensation for Services:  Payments are made to Contractor based upon monthly invoicing at specified billing rates for actual services performed and documented per contract requirements. Services and rates are detailed in Exhibit B of the contract.
 
Contract Termination:  This Agreement includes the County's standard Fiscal Considerations termination language, as well as a provision for the County to terminate the Agreement without cause with seven (7) calendar days written notice.
 
Reason for Recommendation:  Remi Vista offers a unique set of clinical services, some of which are not available at the mental health clinics operated by the County Health Services Department's Mental Health Division (MHD).  Remi Vista is well equipped to serve youth requiring a complex array of services, including group home, after hours and weekend services, when necessary. The services requested by MHD from Remi Vista are intended to keep youth out of higher and far more expensive levels of care.
 
The Purchasing Agent has determined that it is appropriate to dispense with any competitive selection process for services performed by Remi Vista as the Department contracts with multiple local area firms to provide similar services to its clients on an "as needed" basis. The Purchasing Agent concurs that the Department's request is in compliance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10.
 
Action to be taken following Board approval:  
 
1.      Chair to sign three (3) original Agreements.
2.      Board Clerk's Office to return two (2) original Agreements to the Health Services Department, Mental Health Division.
3.      Mental Health Division to distribute as appropriate.
