Fiscal Impact/Change to Net County Cost:  The not-to-exceed amount of this Agreement is $80,000.  There is no Net County Cost associated with this Agreement.  Funding for this Agreement is included in the department’s FY 2010/11 budget.

 

Compensation for Services:  Payments will be made to Contractor based upon monthly invoicing at specified billing rates for actual services performed and documented per contract requirements. Services and rates are detailed on page 5 of the contract.

 

Contract Termination:  This Agreement includes the County’s standard Fiscal Considerations termination language, as well as a provision for the County to terminate the Agreement without cause with seven (7) calendar days written notice.

 

Reason for Recommendation:  One of the programs identified in the County’s approved Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI) Plan is an Early Intervention Program for Youth.  The goals of the program are to use early identification and prevention strategies to strengthen youth, families, and the community, to reduce the risk of destructive behaviors such as suicide and aggression, and to mitigate the potential need for a higher and more expensive level of mental health services.

 

The target population is youth of all school ages who may be experiencing family stress, substance abuse, and issues of conduct, as well as depression and anxiety.

 

Through the proposed Agreement, the Early Intervention Program for Youth will:

 

                     Provide up to ten (10) sessions (either individual or family sessions, or a combination of both) to address problem solving and communication skills through the use of evidence based practices;

                     Provide behavioral health assessments and linkages to community resources, such as the Community Health Center, Mental Health Division and community faith based organizations;

                     Provide youth pro-social skills groups and other groups based on evidence based practices to encourage positive interaction with peers, family and teachers, and

                     Provide parent education classes such as The Parent Project and Incredible Years.

 

New Morning is a unique vendor in El Dorado County as it delivers services to students in County schools when needed.

 

Action to be taken following Board approval: 

 

1.                     Chair to sign three (3) original Agreements.

2.                     Board Clerk’s Office to return two (2) original Agreements to the Health Services Department, Mental Health Division.

3.                     Mental Health Division to distribute as appropriate.
