Title: Department of Transportation recommending the Board take the following actions pertaining to the Green Valley Road/Deer Valley Road Intersection Improvements Project, Capital Improvements Program Project No. 76114: 1) Adopt the California Environmental Quality Act Addendum to the Silver Springs Subdivision Environmental Impact Report to include the Green Valley Road/Deer Valley Road Intersection Improvements; 2) Approve the Project as described in the California Environmental Quality Act document; and 3) Authorize Department staff to proceed with any right-of-way acquisitions necessary to construct the Project. Fiscal Impact/Change to Net County Cost:
Adoption of this Addendum and approval of this Project will not result in any fiscal impact nor change to Net County Cost.

Recommended Findings:
A. The California Environmental Quality Act (CEQA) document (on file with the Clerk of the Board) was prepared in accordance with CEQA, Public Resources Code Sections 21000 et seq., and the CEQA Guidelines.
B. There is no substantial evidence that raises a fair argument that the Project, as mitigated, will have a significant effect on the environment.
C. The Addendum to the Silver Springs Subdivision Environmental Impact Report (EIR) to include the Green Valley Road/Deer Valley Road Intersection Improvements reflects the lead agency's independent judgment and analysis.

Background:
The Green Valley Road/Deer Valley Road Intersection Improvements project (Project) was added by the Board of Supervisors as an off-site condition of approval to the Silver Springs Subdivision to address safety concerns raised by the Green Springs Ranch homeowners. This occurred at the December 15, 1998 hearing when the EIR was certified and the Silver Springs Subdivision project was approved.
