Fiscal Impact/Change to Net County Cost:
Funding for this First Amendment to Agreement for Services # AGMT 08-1814 (Amendment) will be recovered through restricted sources that fund the Department of Transportation's (Department) Capital Improvement Program (CIP) projects and by developer impact fees.  There is no Net County Cost associated with this agenda item.
 
Background:
On February 10, 2009, the Board approved Agreement for Services # AGMT 08-1814 with Youngdahl Consulting Group, Inc. (Youngdahl), based in El Dorado Hills, in the amount of $150,000 for geotechnical and geological engineering support services.
 
Reason for Recommendation:
The Department requests that the Board make findings pursuant to Article II, Section 210 b (6) of the El Dorado County Charter that there are specialty skills required for the work performed under this Amendment that are not expressly identified in County job classifications, and that the ongoing aggregate of the work performed under this Amendment is not sufficient to warrant the addition of permanent staff.
 
Contracted engineering services under this Amendment will include quality assurance testing; highway/roadway/structural section core sampling and testing; bridge/structural foundation investigations and design recommendations; asbestos/lead sampling, monitoring and mitigation; and groundwater/stormwater samplings and investigations.  The Department has some staff skilled in the basics of materials testing; however, the majority of the services require skills that are not expressly identified in County job classifications. Typically, these services are required for a short period of time, and therefore, would not warrant the addition of permanent staff.  In addition to providing expert and experienced staff, Youngdahl also supplies the appropriate specialized equipment necessary to perform the work.  
 
The Department is amending this Agreement because of an increased demand for geotechnical and geological engineering services associated with new Highway Safety Improvement and Highway Bridge Program grant funded projects that have substantially exhausted the original Agreement's not-to-exceed amount.
 
The purpose of this Amendment is to amend the Scope of Services and to increase the not-to-exceed compensation amount of the Agreement by $175,000 to a total of $325,000 in order to provide for expanded geological, geotechnical, environmental and engineering support services through the remaining term of the Agreement for services necessary to meet project design and construction objectives for the Department's CIP.   In addition, the Department is amending this Agreement to include several administrative updates, to provide current state reporting forms for Disadvantaged Business Enterprises (DBE) and to add or update contract provisions required by the use of federal and state grant funds.  There is no change to the term of the original Agreement.
 
The Purchasing Agent concurs that the Department's request is in compliance with Board of Supervisors Policy C-17, Sections 7.4.2, 7.5 and 7.10.
 
The El Dorado County Employees Association, Local #1, has been informed of this proposed Amendment.
 
Action to be taken following Board approval:
1. The Board Chair will sign two originals of the Amendment with Youngdahl.
2. The Board Clerk will forward one original of the fully executed Amendment to the Department for further processing.
