Fiscal Impact/Change to Net County Cost:
The County will receive revenue of $6,000 for granting the easements. There is no Net County Cost associated with this agenda item.

Background:
The County of El Dorado owns APNs 089-180-35, 36 and 37, which are located in the Chili Bar area. Pacific Gas and Electric (PG&E) currently has an easement on the County-owned APNs and would like to upgrade existing power lines and replace poles. New poles will be 5 to 10 feet taller due to heavier wire. This will allow PG&E to increase capacity and reliability to its customers.

Reason for Recommendation:
PG&E is proposing to acquire permanent utility easements on the three subject parcels. PG&E valued the utility easements as follows: APN 089-180-35, consisting of 0.089 acres at $1,333; APN 089-180-36, consisting of 0.112 acres at $1,684; and APN 089-180-37, consisting of 0.340 acres at $1,698. However, pursuant to PG&E policy regarding nominal compensation, the County is being offered $2,000 for each of the three utility easements and PG&E will pay any title and escrow fees associated with this transaction. The Department of Transportation (Department) reviewed the information and offer package provided by PG&E and concluded that the improvements proposed by PG&E will not have any negative effect on the subject parcels and the river rafting and associated businesses that are operating within this area and that the nominal compensation being offered should be acceptable.

Action to be taken following Board approval:
1) The Board Clerk will obtain the Chair's notarized signature on the Easement Deed.
