Background:
On April 30, 2009, El Dorado County received a Cleanup and Abatement Order on the Rubicon Trail.   One requirement of the order was to develop a Saturated Soil Water Quality Protection Plan which the board approved on December 14, 2010.  This plan had an educational component.  To satisfy this component El Dorado County submitted and received a grant from State Parks Off Highway Motor Vehicle Division, to develop an educational video for the Rubicon Trail.  The intent of this video is to educate the public on proper use and expected behavior while visiting the Rubicon Trail in an effort to preserve the Crown Jewel of OHV trails.  Department of Transportation entered into a contract with Todd Stanley Productions for the creation of this video and with the help of many volunteers this video is complete and ready for release upon your approval.
 
This video will be released on the county website and the Rubicon Trail Foundation website.  Staff will be working with various schools to present this video to students on Earth Day, April 22, 2011. This video ties into the bandana campaign, the four S's, Safety, Spills, Sedimentation and Sanitation, which is also on the kiosk panels at the trail heads.
 
Reason for Recommendation:
This video will aid in the educational efforts on the Rubicon Trail and reach a wide audience.
 
 
Action to be taken following Board approval:
1.  Rubicon Trail Foundation has requested this video for a launch party fundraiser on April 15, 2011 before the release to the public.
2.  Approve the release to the public on websites, television, and schools on Earth Day, April 22, 2011.
