Acting as the Air Quality Management District Board:
1) Authorize Chair to sign a letter of support for Assembly Bill 146 to add a member to the California Air Resources Board representing the federally-designated Sacramento region non-attainment area;  and
2) Authorize the Interim Air Pollution Control Officer to provide additional letters of support for this bill as needed throughout the legislative process.

Background: The Sacramento region, including portions of the County of El Dorado, is in violation of two federal air quality standards, one for ozone and another for particulate matter.  It is the largest region in the state without designated membership on the California Air Resources Board.
 
Assembly Bill 146 by Assemblymember Roger Dickinson would increase the membership of the California Air Resources Board from 11 members to 12 members by adding a representative from a local air district in the Sacramento region non-attainment area.  The additional member would be a local air district board member from the Sacramento Metropolitan Air Quality Management District, the Placer County Air Pollution Control District, the Yolo-Solano Air Quality Management District, the Feather River Air Quality Management District, or the El Dorado County Air Quality Management District.
 
A copy of Assembly Bill 146 and a summary sheet prepared by the author's office is attached.
 
Reason for Recommendation:  As part of the Sacramento non-attainment area, the County of El Dorado deserves more direct representation on the California Air Resources Board.
 
Action to be taken following Board approval: Board Clerk to provide Air Quality Management District signed copy for distribution.
