HEARING - Consider the recommendations of the Development Services Department, Planning Services Division staff, on Site Plan Review SPR11-0001/Coloma Blues Live! Music Festival to allow a music festival proposed on Saturday, June 4, 2011, from 10:00 a.m. to 7:00 p.m. on property identified by APN 006-011-42, consisting of 18.69 acres, at the Henningsen-Lotus County Park, in the Lotus area, submitted by El Dorado Arts Council as follows:
1) Certify the project is Categorically Exempt pursuant to Section 15304(e) of the CEQA Guidelines; and
2) Approve the outdoor music festival permit pursuant to Section 5.32 of the County Code, based on the Findings listed in Attachment 2 and subject to the Conditions of Approval listed in Attachment 1. (District 4)(Est. Time: 10 Min.)

Background: Request to consider Site Plan Review SPR11-0001/Coloma Blues Live! Music Festival submitted by EL DORADO ARTS COUNCIL for a site plan review to allow a one day music festival with an estimated attendance of 3,000 people and off-site parking. The music festival is proposed for Saturday, June 4, 2011, from 10:00 a.m. to 7:00 p.m. Off-site parking will occur on properties identified by Assessor's Parcel Numbers 006-011-75, 006-341-14, and 089-030-23 (The remainder of the parking facilities are on parcels outside of the County's jurisdiction.). The event site will occur on property identified by Assessor's Parcel Number 006-011-42, consisting of 18.69 acres, and is at the Henningsen-Lotus County Park located on the northwest side of Lotus Road, approximately three-fourths of a mile south of the intersection with State Highway 49 in the Lotus area, Supervisorial District 4.
