Fiscal Impact/Change to Net County Cost:
Funding for this Agreement will be recovered through restricted sources that fund the Department of Transportation's (Department) Capital Improvement Program (CIP) projects.
 
Background:
Radman Aerial Surveys, Inc. (Radman) participated in the Department's 2010 Request for Qualifications.  Radman's submittal was reviewed by a panel of qualified staff and external review was performed by the El Dorado County Surveyor.  Radman was ranked number one for Aerial Surveying.  
 
Reason for Recommendation:
The Department recommends the Board make findings pursuant to Article II, Section 210 b (6) of the El Dorado County Charter that there are specialty skills required for the work performed under this Agreement that are not expressly identified in County classifications, and that the ongoing aggregate of work to be performed under this Agreement is not sufficient to warrant addition of permanent staff.
 
Certain elements of the Department's CIP projects require specialized professional services such as aerial flight photography and topographic mapping for accurate and successful design and survey activities.  These specialized services will be provided on an on-call basis and are intermittent in nature.  These services require not only unique expertise and highly technical skills, but also unusual equipment, exclusive to aerial flight photography and mapping (i.e., airplanes, digital terrain compilers, etc.).  Neither the extremely specialized skills required to perform these services, nor the essential equipment required is identified in County classifications or available County assets.
 
Since Radman has been performing aerial surveys and topographic mapping for the Department for the past six years, Radman has a vast library of maps of the Department's projects.  If in the future the Department was in need of additional maps, the Department would not be required to have the projects surveyed again.  Radman operates its own plane and the output from its mapping equipment is directly compatible with the County's surveying equipment.  
 
The Purchasing Agent concurs that the Department's request is in compliance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10.
 
In accordance with the Feasibility Analysis, the Department is not required to notify an employees' association regarding this Agreement.
 
Action to be taken following Board approval:
1. The Board Clerk will obtain the Chair's signature on the two originals of Agreement for Services # AGMT 10-53105.
2. The Board Clerk will forward one fully executed original to the Department for further processing.
