Fiscal Impact/Change to Net County Cost:
The total funding from this revenue generating agreement is $135,802.  Funding from this grant was anticipated and included in the Department's FY 2010/11 budget.  There is no Net County Cost associated with this Agreement.
 
Background:
The County of El Dorado, Health Services Department, Mental Health Division (MHD), has utilized Community Mental Health Services Block Grant (MHBG) funding since 1997 to address the needs of County minors diagnosed with a serious emotional disturbance and residing in the Juvenile Hall or Juvenile Treatment Center.  Many of these individuals also have a co-occurring substance abuse disorder.
 
Reason for Recommendation:
On November 15, 2010 the Board authorized the Director to sign and file the MHBG grant application documents. The attached grant allocation worksheet was received from the State on March 24, 2011 and the Department then immediately processed it to request Board approval on the next available Board date.
 
This agreement will allow for continued support of programs to address the needs of minors with a serious emotional disturbance in the Juvenile Hall in Placerville and the Juvenile Treatment Center in South Lake Tahoe.  Services include initial assessments, individual and group therapy, family sessions, and discharge planning.
 
Action to be taken following Board approval:  
The Health Services Director will sign the final allocation worksheet related to this grant for Fiscal Year 2010-11 and submit to the State.
