Fiscal Impact/Change to Net County Cost: There is no change in Net County Cost. No matching contribution is required for this grant. The Department has budgeted approximately $37,000 in projected revenue for the 10/11 Fiscal Year.

Background: The Department of Recycling Resources and Recovery (CalRecycle) administers the California Beverage Container Recycling and Litter Reduction Act which governs the recycling of California Redemption Value (CRV) beverage containers. The goal of this Act is to achieve an 80 percent beverage container recycling rate in California. Currently, the rate is well below the goal and declining. In an effort to reverse the direction of the beverage container recycling rate in California, CalRecycle is soliciting proposals that divert and collect significant volumes of CRV beverage containers in public venues (aka recycling away for home).

Reason for Recommendation: The Environmental Management Department (EMD) is seeking authorization to apply for this grant funding in order to place recycling containers at schools, parks and businesses throughout the County that do not currently have active recycling programs or collection bins on their property. Additionally, EMD will utilize these funds for continued public outreach and to continue the Litter Program which helps keeps the roadways in the County free of trash.

Action to be taken following Board approval: Upon execution by the Chair, the Board Clerks Office will forward the resolution to Environmental Management for submittal with the grant application.
