Title: Department of Human Services recommending the Board declare a 1998 Chevrolet Tracker as surplus and authorize the disposal of same by auction, in accordance with the procedures outlined in the County’s Purchasing Ordinance Chapter 3.12, with proceeds to be credited to the CalWORKS Family Loan Program Revolving Loan Fund which funded the loan to purchase said vehicle. Auctioneer will retain commissions as established per Agreement 628-S0811 for any items sold at auction; net proceeds of auction to be credited to the CalWORKS Family Loan Program Revolving Loan Fund.

Reason for Recommendation:
Pursuant to an Interdepartmental Memorandum of Understanding between the Community Services Division and the Social Services Division of Human Services, a CalWORKS Family Loan Program vehicle loan was made to a participant to purchase a car in order to seek and retain employment. A $5,000 loan to purchase a 1998 Chevrolet Tracker was initiated on 6/29/04. The participant made monthly payments on a sporadic basis from August 2004 through June 2008 and in July 2008 became unable to continue with payments and verbally relinquished the vehicle to the County. The Department has worked with County Counsel since November 2008 regarding title questions and to determine the appropriate steps for disposing of the vehicle. In December 2010 the Department was able to locate the participant and obtain written release of the vehicle. The remaining loan balance is currently $1,635.20. Proceeds from the auction will be applied to loan balance.

Should auction not be feasible due to the vehicle being found to be beyond economical repair, then it shall be disposed of in any manner deemed appropriate by the Purchasing Agent in accordance with the County’s Purchasing Ordinance.
