Fiscal Impact/Change to Net County Cost:

There is no Net County Cost associated with this extension of term for the funding Agreement with the State of California for the Hospital Preparedness Program.

Background:

On December 10, 2009, the Board of Supervisors approved the original Agreement with the State of California for the public health preparedness programs funding via item 09-1177. Fiscal Year (FY) 2009-10, the State also changed the HPP funding structure so that although funding is allocated on an annual basis, the project period is a three (3) year term. Therefore, funds allocated in FY 2009-10 that were unobligated as of June 30, 2010 may now be carried into the remainder of the three (3) year project term, ending June 30, 2012.

The Department received notice from the State on or about April 1, 2011 that the County may request said extension through the end of the project term by submitting a letter to the State no later than April 18, 2011.

Due to the short time allowed for submission of the letter requesting extension, the Department submitted the letter requesting extension of the term for the FY 2009-10 funding contingent on approval of the Board.

Reason for Recommendation:

This extension of term would allow the Department to carry forward unexpended FY 2009-10 funding in the amount of $13,718 and continue providing public health preparedness services utilizing these funds.

Action to be taken following Board approval:

Department to submit follow up letter to the State, along with a certified copy of the Board meeting minutes, demonstrating the Board’s approval of this requested extension.
