1) Authorize the Purchasing Agent to increase BP20100832 by $41,363.18, for a total amount of $140,928.72, for the purchase of Cutting Edges to Holt of California; and
2) Authorize the Purchasing Agent to increase the blanket purchase order on an "as needed" basis during the awarded period as long as funding is available within the requesting department's budget.
FUNDING: Road Fund Discretionary.

Background: At the request of the Department of Transportation, the Procurement and Contracts Division issued Invitation to Bid # 09-760-111 for the purchase of Cutting Edges used for snow removal and grading equipment. The Purchasing Agent awarded Bid #09-760-111 to the low qualified bidder Holt of California, for a twelve month period ending June 15, 2011. In June 2009, two purchase orders were issued for an amount totaling $48,565.54. In March 2010, Holt of California agreed to extend the Bid with the same pricing, terms and conditions as the original bid. A new Blanket Purchase Order (BP20100832) was issued for the extended period through June 15, 2011. One purchase of cutting edges totaling $29,642.69 was made in September of 2010.
Reason for Recommendation: Prices are expected to rise for cutting edges in the coming year. the Department of Transportation would like to take advantage of the 2009 prices on the current bid and make one more purchase of cutting edges before the bid expires in June of this year. The vendor has shown willingness to hold the 2009 pricing. On the proposed purchases of $62,720.49, the expected savings using 2009 pricing compared to current prices will be just over $10,000.00.
