Title
HEARING - Department of Human Services recommending the Board conduct a public hearing to consider and adopt a Resolution to:
1)  Authorize the submittal of a Fiscal Year 2010-11 Community Development Block Grant (CDBG) Planning and Technical Assistance (PTA) Economic Development (ED) Allocation and General Allocation (GA) Application to the California Department of Housing and Community Development for an amount of up to $105,000 in grant funds for the development of a Georgetown Divide Community local Economic Development Plan and to complete a feasibility study  for a new or expanded youth facility at or near the White Rock Village apartment community; committing $5,250 in budgeted general funds for staff support to meet the match requirement during the two-year grant term; and
2)  Authorize the Chair to sign the Statement of Assurances; and
3)  If awarded, authorize the Director of Human Services, or successor, to execute the grant agreement and subsequent amendments thereto, contingent upon approval by County Counsel and Risk Management, that do not affect the total dollar amount or the term and to sign other grant-related documents.   (Est. Fiscal Impact/Change to Net County Cost:
There is no cost associated with the application process beyond the staff time associated with the submittal of the application in the format required by the State, which is budgeted in FY 2010-11 at approximately $400 in salaries and benefits.  The County match requirement for each Planning and Technical Assistance (PTA) grant is determined by the Notice of Funding Availability (NOFA) at 5% of the grant award, in an amount up to $1,750 for the proposed Economic Development planning study which will be met by the Economic Development Promotion Fund and an amount up to $3,500 for the proposed General Allocation planning study, which will be met with a portion of the Department of Human Services' General Plan Housing Element General Fund budgeted for this purpose.
Reason for Recommendation:
On April 6, 2010, the Board gave conceptual approval for the submittal of an application under the FY 2010-2011 CDBG PTA Economic Development Allocation to prepare an economic development plan for the Georgetown Divide Community.   On May 3, 2011, the Board gave conceptual approval for the submittal of an application under the General Allocation for a feasibility study to develop a new or expanded youth facility for the Boys and Girls Club.  The combined total for both allocation requests is for an amount up to $105,000.  The attached Staff Report (Attachment "2A") provides detail about the proposed application and activities, including:
