Fiscal Impact/Change to Net County Cost: Expenditures for purchases made relative to this Reimbursement Agreement are offset by Homeland Security Grant funds. As a result, there is no impact to Net County Cost.
 
Background: The Board of Supervisors created the Approval Authority for the Homeland Security Grant Funds which is comprised of the City of Placerville, the City of South Lake Tahoe, the Sheriff's Department and Fire Districts. The Approval Authority approved the disbursement of $31,500 to the City of Placerville to purchase a Mobile Data System and computers to support the system, GPS devices, and patrol kits.  In order to be reimbursed, the City of Placerville agreed to the terms of the Reimbursement Agreement which was approved by your Board on May 25, 2010, and required original receipts certifying the purchase had been completed.
 
Reason for Recommendation:  The Reimbursement Agreement approved by your Board required the City of Placerville to purchase the equipment by January 31, 2011 and invoice the County by March 1, 2011.  In the event the City of Placerville did not comply with this requirement, El Dorado County's obligation for payment is null and void.  Due to staffing shortages, the City of Placerville was unable to complete the procurment of all items that were approved by the Approval Authority and identified in the Homeland Security Grant Application during the term of the Reimbursement Agreement.
 
Action to be taken following Board approval: The Sheriff's Office will forward one original, fully executed copy of Amendment I to the City of Placerville allowing them to purchase and receive reimbursement for the approved items.
