Fiscal Impact/Change to Net County Cost:
None.  Federal funds payable by the State to County of El Dorado for LIHEAP services are included in the Department's FY 2011-12 Budget Request.
 
Background:
On February 2, 2010 the Board adopted Resolution No. 009-2010 authorizing the execution of Agreement 10B-5608 with the California Department of Community Services and Development (CSD) in the amount of $326,434 during the term January 1, 2010 through April 30, 2010 for provision of Low-Income Home Energy Assistance Program (LIHEAP) services to eligible residents of El Dorado and Alpine counties.  Resolution No. 009-2010 further authorized the Department Director, or successor, to sign one or more amendments, contingent upon approval by County Counsel and Risk Management, that collectively increased the dollar amount by up to $1,733,266 and that extended the term to June 30, 2011.  Amendment 1 to Agreement 10B-5608 increased the agreement by $1,063,879, for a total amount of $1,390,313 and extended the term to June 30, 2011.  Amendment 2 to Agreement 10B-5608 increased the amount by $94,694, for a total amount of $1,485,007.  Both Amendment 1 and Amendment 2 were signed by the Director of Human Services as authorized by Resolution No. 009-2010.
 
Reason for Recommendation:
Amendment 3 to Agreement 10B-5608 extends the agreement term through December 31, 2011 to allow for full expenditure of the 2010 funding.  LIHEAP services have historically been in great demand, and high energy costs render them even more critical to the many frail, vulnerable residents on fixed incomes.
 
Action to be taken following Board approval:
Board Clerk to provide Human Services, at Briw Road, with:
1)      Three (3) certified resolutions.
2)      Two (2) copies of Amendment 3 to Agreement 10B-5608 signed by the Chair.
 
Human Services to distribute as appropriate and return one fully executed Agreement to the Board Clerk.
